Chapter 31 benefits are for veterans who have service-related disabilities and who have applied for and been accepted into the Vocational Rehabilitation & Employment Program. To be evaluated for this program, you must:
- Have received, or eventually receive, an honorable discharge or other-than-dishonorable discharge.
- Have a VA service-connected disability rating of 10 percent or more.
- Apply for vocational rehabilitation service.
